L&V Engineering, LLC provides traffic engineering design and consulting services to a diverse client base throughout eastern Pennsylvania. The principals of the firm possess over 27 years of combined experience in the public and private sectors.
Jerilyn Luben, P.E. was employed for 14 years at PennDOT’s Engineering District 4-0 office in Dunmore, Pennsylvania. During her tenure as manager of the Signal Design Unit, she designed traffic signals and reviewed plans prepared by consultants. She also performed technical reviews of traffic impact studies for developments seeking to obtain highway occupancy permits, and transportation studies associated with state highway improvement projects. She developed the District Policy for the preparation and review of traffic impact studies. She functioned as the single point of contact for all submissions within Lackawanna, Luzerne, Pike, Susquehanna, Wayne and Wyoming Counties. She also has experience in Intelligent Transportation Systems (ITS), a quickly growing field within traffic engineering.
Jacinta Vrabel, P.E., MBA is a partner in L&V Engineering, LLC who spent over 11 years as a project engineer for large and well-respected consulting engineering firms. Throughout her career, she has been responsible for transportation studies including traffic impact
analyses, corridor planning, origin/destination surveys, crash analyses, safety evaluations, gap studies and speed studies. She develops traffic signal timing plans for individual intersections and interconnected multi-signal systems. Her diverse range of experience also includes preparation of traffic signal design plans for temporary and permanent signal installations.
